Dr Kurt Weithaler (Austria), a senior WHO medical officer, was appointed as the 'responsible executive authority' at the request of the Ethiopian government because of a shortage of trained national personnel. Dr Weithaler acted in this capacity (a highly unusual assignment for WHO personnel) from 1970-76. Dr Weithaler had been serving on the health minister's advisory board, and was widely known and respected.
Sanitarian Ato Tamiru Debya was assigned as the senior national professional. Able and respected, he served through 1975.
